PTM Consultants, through our Public Transport Lead Simon Milner, provided strategic and expert public transport advice to support the proposed rezoning of land in Ōhoka (Mill Road, Whites Road, Bradleys Road), working on behalf of Carter Group Limited and Rolleston Industrial Developments Limited.
Simon, a seasoned public transport planning specialist with over 30 years' experience, assessed existing services, proposed new connections, and evaluated how a half-hourly bus service linking Ōhoka with Kaiapoi would improve accessibility in line with the National Policy Statement on Urban Development's vision of well-connected urban environments.
His advice confirmed that:
- Ōhoka is well positioned for enhanced public transport, given its proximity to Kaiapoi and Rangiora.
- A half-hourly bus service would align with existing service standards in similar settlements, enabling seamless onward connections.
- A 10-year commitment from developers to fund the service ensures enduring accessibility for the growing Ōhoka community from day one—making active, low- carbon travel a realistic choice from the very beginning. This work highlights PTM's ability to deliver strategic, long-term transport solutions — anchoring rezoning proposals with realistic, future-proofed accessibility planning that balances planning policy, implementation practicality, and community wellbeing.
